This pattern is not rare. It is common.
And it has consequences.
The War Is Over initiative, currently being implemented in Raleigh, North Carolina, approaches this differently.
Instead of teaching people to eliminate fear, it teaches them how to operate while fear is still present.
This model reframes fear: not as a stop signal, but as a condition that can exist alongside action.
